Centralised infrastructure for payment requests
The Central Bank of Iceland invites parties to submit proposals relating to the implementation of a centralised domestic infrastructure for payment requests.
The Central Bank of Iceland has a leading role in the implementation of a centralised domestic infrastructure for payment requests based on account to account payments. The infrastructure will be fully under the Central Bank’s control and will be hosted in Iceland.
The infrastructure should be able to accept payment requests that are submitted by domestic merchants and other recipients of payments in Icelandic krónur and distributed to the payer for confirmation. The payment requests will be standardised, and the infrastructure must be able to keep abreast of their status at all times. The infrastructure must be based on request-to-pay (RTP) technology and connected to the existing technological infrastructure for payments at deposit institutions and the Central Bank. The aim is that the infrastructure will be compliant with the SEPA Request to Pay (RTP) Scheme rulebook insofar as is applicable.
The infrastructure should be able to enable entities that satisfy certain conditions to develop accessible and efficient payment solutions for payers with Icelandic bank accounts.
The Central Bank of Iceland hereby invites interested and qualified parties to submit proposals, including price and possible solutions, so that the investment costs and operating expenses relating to the infrastructure can be evaluated. It should be noted that at this time, the Bank is only requesting information on possible solutions and the associated costs, without conferring any obligations on the parties involved.
Interested parties are asked to send an e-mail to fv@gv.is by December 9, 2024, to declare their interest in receiving further information on the project. The request must include basic information on the entity’s operations, as well as information on contact personnel.
